Google's search terms report gives you one row per term per ad group, so a term spread across several groups is scattered down the sheet. Drop the download in and each of those terms lands on one line, with every group it ran in side by side.
Two ad groups with the same name in different campaigns stay two groups. A term is matched after lowercasing and collapsing spaces, and nothing else is merged.
This lists how each term's cost is spread across your groups. What to do about it is your call; the tool makes no recommendation. Your files are read inside your browser. Nothing is uploaded.
The download needs the Campaign and Ad group columns, and a Keyword column if you have one. Add them to the search terms report in Google Ads before you download it, or group by campaign when the Ad group column is not there.
Each term opens to a row per group, with that group's match types and matched keywords listed beside its impressions, clicks, cost and conversions.
The top group is the one with the highest cost for that term. Ties go to more clicks, then conversions, then impressions, then the group name.
Group by campaign + ad group, or by campaign only. Switch at any time and the list is worked out again from the same file.
Title and date rows, Total: rows, currency symbols and codes, "--" cells and decimal-comma files are read without editing the download first.

Column names are set up for the Google Ads search terms download and its common variants. Check the column matches it shows on your own file the first time you use it.
